The provisions of this Judiciary Code of Procedure may be adapted or amended from time to time for the purpose of efficiency and practicality, in the best interests of rugby league and its participants. Without limiting the scope of this policy, this Judiciary Code of Procedure may be modified from time to time in order to facilitate the operation of this Judiciary Code of Procedure in relation to rugby league competitions, matches and related activities conducted in all areas of NSW and the ACT.

1 | At the completion of the Match | Team sheets to be signed with send-off noted. Referee completes the online ‘Match Official Report Form’ It is important both Referees Association and League/Regional administrator are aware of the charge. Note: this is not the official Notice of Charge. |
2 | 6.00pm Sunday | Match official to fill in and submit further “Online Match Officials Report” via the prescribed form. |
3 | 9.00am Monday | Both the ‘Match Officials Dismissal Sheet’ and “Online Match Officials Report” are required be submitted to your relevant League/Competition administrator. |
4 | 11.00am Monday | Match Review Committee reviews reports to determine actual charge and grading based on the evidence provided. |
5 | 12:00pm Tuesday | Confirmed charges and grading returned to NSWRL by Match Review NSWRL Community Judiciary administrator issues the official ‘Notice of Charge’ to the player’s Club Secretary. League Administrator will be copied in on email to clubs. |
6 | 9:00am Wednesday | ‘Notice of Plea’ returned by club to the Judiciary Administrator: Email: (as provided on Notice of Plea). |
7 | 10:00am Wednesday | The Referees Association and tribunal members are notified as to whether Match Officials are required to attend a hearing (no notification indicates that officials are not required). |
| 12:00pm Wednesday | If the ‘Notice of Plea’ hasn’t been returned to the relevant NSWRL representation the plea of ‘’guilty’’ will be entered. |
8 | From 6:00pm Thursday | Tribunal convenes to adjudicate on cases brought before it (either “not guilty” OR “dispute grading” pleas).
Grade 1,2,3 Offences are heard online (via Microsoft Teams or Zoom). NSWRL administrator to provide link prior to hearing. Grade 4 Offences may be heard at a central venue or online. |
9 | Before 5:00pm Friday | The Judiciary administrator issues the club with a “Notice of Outcome”. All verdicts (including not guilty) are recorded onto national data base (MySideline). League Administrator will be copied in on email to clubs for their records. |
