The National Officiating Accreditation Structure

The National Officiating Accreditation Structure (NOAS) is a framework developed to provide officials with the right level of support at the right period of their development. The NOAS framework extends beyond just on-field refereeing and is focused on a 3-dimensional holistic approach in the education of Match Officials. The Personal, Educational and Technical development provides a “whole of person” approach in delivering the necessary skills, knowledge and attributes required with the view of prioritising practical learning experiences delivered in varying formats ranging from blended learning to face to face workshops.

Community Referee Courses (Foundation 1)

Refereeing is a fun, exciting, non-contact way to be involved with Rugby League. You get to see all the action from the best position on the field and it’s a great way to keep fit at the same time.

Referees play an important role in providing a fun and safe environment for all Rugby League participants.


Begin your journey by completing one of the below online E-Learning modules:

6-12 Years Community Referee (Must be 13 Years or Older)

16 -15 Years Community Referee (Must be 14 Years or Older)

16+ Years Community Referee (Must be 17 Years or Older)


Once you have completed the E-Learning, you will be able to register to a Referee Workshop. A Referee workshop is the second component of the accreditation and is the final requirement for anyone who wants to become an accredited Referee. The workshop is designed to provide Referees with the opportunity to learn more about the key elements of officiating Rugby League.

Foundation 2

The Foundation 2 accreditation is a progression from the entry level Foundation 1 Referee accreditation. Providing further information to the participant, this course will build on the knowledge learnt in the Foundation 1 course.


It should be noted that participants under the age of 15 will have access to the online content, however, our policy remains that participants can only referee in age groups two (2) years below their current age.


A participant will not successfully achieve the accreditation, regardless of completing the online content, until they have had two (2) on-field assessments. One of these assessments must be in a game with participants 13 years of age or older played under the international laws of the game.

Foundation Referee Coach

The NRL’s Referee Coach accreditation is open to anyone who holds a Foundation 1 Referee accreditation or above. The course is designed to further educate the participant to become a Referee Coach.


Begin your journey by completing these online E-Learning modules.


After completing these online modules, you will be required to attend a Referee Coach Workshop.
